Title: Audit of Project Financial Statements for FY2025

The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of 18 projects. It intends to apply part of the proceeds to payments under contracts for consulting services for the financial audit of the ADB-financed projects.

The Mongolian National Audit Office (MNAO) now invites eligible independent audit firms (“Consultants”) to submit expressions of interest (EOI) in providing Services to carry out financial audits on project financial statements of loans and grants funded by ADB and co-financed by the Government of Mongolia in PACKAGE 3, if any, for the financial year 2025. Minimum Qualification Requirements

The Consultants shall meet the following main requirements for shortlisting:

• To practice as an external audit firm in Mongolia, the audit firm must be registered with the Ministry of Finance (MOF) or the Mongolia Institute of Certified Public Accountants;

• The audit firm must have a satisfactory quality assurance review rating based on the latest review performance by the MOF;

• The audit firm must have at least 15 years of experience performing financial audit services for public and private sector entities in Mongolia;

• The audit firm must have at least 5 years’ experience performing financial audits on international donor-financed projects. Experience in auditing ADB and World Bank-financed projects would be an advantage;

• The audit firm must have membership or affiliation with an internationally recognized audit firm;

• The audit firm must be able to demonstrate an effective program for its staff's continued professional development;

• The audit firm must have an adequate number of qualified audit professionals, who could be distinguished by designation – audit partners/ directors, audit managers, senior auditors, and audit assistants;

• The audit firm must be able to audit the project financial statements prepared in English and produce audit deliverables, including audit reports, management letters, and responses to stakeholder queries, in English;

• Tax Clearance Certificate (indicating no outstanding tax liabilities, with QR code issued from the official e-tax website), in accordance with Annex 6 of Order No. A/146 of the Commissioner General of the General Department of Taxation, dated August 30, 2019;

• Social Insurance Clearance Certificate (indicating no outstanding contributions, with QR code issued from the official social insurance website), in accordance with Annex 3 of Government Resolution No. 100, dated March 15, 2023;

• Certificate from the General Executive Agency of Court Decisions confirming the absence of overdue debts.

Deadline for Submission of EOI

Interested Consultants should submit the EOI in a written form to the address below in person or by mail on or before 7 October 2025, 16:00 hours (Ulaanbaatar time). The Consultants shall not have the option of submitting their proposals electronically. Any proposal received after the deadline for submission of the EOIs shall be declared late, rejected, and returned unopened to the Consultant.
