HISTORICAL ACHIEVEMENTS
The origins of State audit organization of Mongolia date back to 1922, with the establishment of the Inspection Department under the Government of the People’s Republic of Mongolia. Since then, the institution has evolved over more than a century, undergoing a series of structural reforms and name changes in line with the country’s political and socio-economic development. A major milestone in this evolution was the adoption of the Law on State Audit in 2003, which laid the legal foundation for the modern state audit system and led to the establishment of the Mongolian National Audit Office, the country’s Supreme Audit Institution (SAI). As for system of the State audit organization of Mongolia, it is unified and centrally governed. It consists of the National Audit Office, which functions as the SAI, and the state audit offices in capital city and provinces operating under its structure. Pursuant to the Constitution of Mongolia, the State audit organization of Mongolia exercises independent oversight of state finances and budgets through the conduct of financial audits, performance audits, and compliance audits.
MANDATE
Pursuant to Article 25, paragraph 1, item 7 of the Constitution of Mongolia, the MNAO shall be the body that independently exercises public financial and budgetary control.
MAIN OBJECTIVE
To monitor the planning, allocation, utilization and disbursement of public finance, budget and public property in accordance with the law, as well as to improve public financial management and support sustainable economic development.
